This is a "big....deal," said Mr. Obama, pausing for effect between the two words between which Biden had inserted an expletive in an overheard whisper three months ago. "Today I return to Columbus to mark a milestone on the road to recovery," the president said. "That's worth a big round of applause." The White House staged the event here in the political battleground of Ohio, where Democrats face tough congressional races this fall, including a fight to win the U.S. Senate seat being vacated by the retiring Republican George Voinovich. Flanked by construction workers in helmets and yellow safety vests, Mr. Obama tried to score political points via the many jobs programs funded by the Recovery Act. "More than 100,000 Ohioans are at work today as a result of these steps," he said. But even before Air Force One landed here, Republicans were trying to put their own spin on the president's visit. House GOP Leader John Boehner, who represents Ohio's 8th Congressional District, said the administration's stimulus program has fallen short of its promises. He cited new numbers from the Ohio's Department of Job and Family Services that showed the state's unemployment rate "remained above 10 percent for the 14th consecutive month in May:" The White House yesterday launched a campaign called "Recovery Summer," in conjunction with thousands of new jobs programs funded by the Recovery Act being initiated. But Boehner portrays the campaign as bogus. "This will be no 'recovery summer' for the more than 100,000 Ohioans who have lost their jobs since the 'stimulus' was enacted," he said in a written statement meant to undermine Mr. Obama's visit. In his brief remarks delivered in the middle of a street closed for his appearance, Mr. Obama asserted the recession is easing. "Our economy, which was shrinking by six percent when I was sworn in, is now growing at a good clip, and we've added jobs for six out of the past seven months in this country," he said. But at the same time he said he was "under no illusion" that the recession was over. "There are still too many people here in Ohio and across the country who can't find work; many more can't make ends meet," he said. The project he came to spotlight is funded by $15 milllion from the Recovery Act to rebuild roads in the area around Nationwide Children's Hospital. The White House says the program will create over 300 construction jobs. Mr. Obama spoke for just ten minutes and was on the ground in Ohio for just over an hour. And though his appearance was billed as official and not political, he did use his remarks to deliver attaboys to some of the Democratic politicians here including the Governor, who is up for re-election. "You also got one of the best governors in the country in Ted Strickland," the president said at the start of his remarks. Strickland faces a challenge for his job in November from former GOP Congressman John Kasich, who was not at the Recovery Act event. Neither was Boehner. The trip Columbus probably cost taxpayers between $500,000 and $1 million. Air Force One alone bills out at $100,000 per hour, and the round trip is nearly two hours. Adding to the cost are military aircraft to carry limos and secret service vehicles, Marine One on standby, Secret Service, local police and other factors.

They know they have political problems. This year, they are going to prey on peoples emotions of fear, envy, and anger and try to tap into that as a way to survive this next election. Regarding taxes on capital: It lowers the after tax rate of return. It makes risk-taking, lending, investing, entrepreneurship go down. We know this. We have seen the opposite when Carter lowered the capital gains tax in 1978 and it worked, when Bill Clinton did it, when Jack Kennedy did it. These ideas are not just Republican ideas. Democrats have put good, tax-lowering proposals in place before. You raise taxes on capital, you get less of it. You lower taxes on capital, you get more of it. Thats what creates the jobs.

The Obama administration's bailouts and "stimulus" package(s) have taken the taxpayer-bilking to historic levels -- a remarkable achievement, considering the previous administration. And at the same time the president promises his health care overhaul will put patients first, the legislation he supports has corporate lobbyists once again lined up at the trough. - Cato Institute Uwe Reinhardt is James Madison Professor of Political Economy and Professor of Economics and Public Affairs. Recognized as one of the nation's leading authorities on health care economics, Reinhardt has been a member of the Institute of Medicine of the National Academy of Sciences since 1978. He is a past president of the Association of Health Services Research. From 1986 to 1995 he served as a commissioner on the Physician Payment Review Committee, established in 1986 by Congress to advise it on issues related to the payment of physicians. He is a senior associate of the Judge Institute for Management of Cambridge University, UK, and a trustee of Duke University, and the Duke University Health System. Reinhardt is or was a member of numerous editorial boards, among them the Journal of Health Economics, the Milbank Memorial Quarterly, Health Affairs, the New England Journal of Medicine, and the Journal of the American Medical Association.

3 Reasons Why Obama's High-Speed Rail Will Go Nowhere Fast

President Barack Obama has pledged $8 billion in tax dollars to build a national network of high-speed rail—trains that can carry passengers at speeds in excess of 150 MPH. But the Supertrain fantasy was a mistake back in the 1970s, when it gave rise to one of the most expensive—and rotten—TV shows in history. And it's just as much of a wreck in the 21st century for at least three reasons: 1. The lowball costs. CNN estimates that delivering on the plan could cost well over $500 billion and take decades to build, all while failing to cover much of the country at all. Internationally, only two high-speed rail lines have recouped their capital costs and all depend on huge subsidies to stay in operation. 2. The supposed benefits. "We're gonna be taking cars off of congested highways and reducing carbon emissions," says Vice President Joe Biden, an ardent rail booster. But most traffic jams are urban, not inter-city, so high-speed rail between metro areas will have no effect on your daily commute. And when construction costs are factored in, high-speed rail "may yield only marginal net greenhouse gas reductions," say UC-Berkeley researchers. 3. The delusional Amtrak example. Obama and Biden look to Amtrak as precedent, but since its founding in 1971, the nation's passenger rail system has sucked up almost $35 billion in subsidies and, says The Washington Post's Robert J. Samuelson, "a typical trip is subsidized by about $50." About 140 million Americans shlep to work every day, while Amtrak carries just 78,000 passengers. There's no reason to think that high-speed rail will pump up those numbers, though there's every reason to believe its costs will grow and grow.
