Presented on April 25, 2017 Abstract Acceptance sampling is a common method to determine if the output of a process, the product, should move to the next process or ship to the customer. One common sampling technique is attribute sampling using ANSI/ASQ Z1.4:2003. This presentation explains how to use the standard to determine sampling plans (single, double, and multiple) using an incoming inspection example. The quality engineer needs to understand the binomial distribution, the basis for these sampling plans. This leads to characterizing the risk, described by the operating characteristic (OC) curve. Understanding the OC curve helps determine some distinguished points related to the acceptable and rejectable quality levels (AQL & RQL) and the associated producer’s and consumer’s risk. The standard can help screen rejected lots; the average outgoing quality (AOQ) and average outgoing quality limit (AOQL) describe the plan’s performance.

Closely related terms are the rejectable quality limit and rejectable quality level (RQL). In a quality control procedure, a process is said to be at an acceptable quality level if the appropriate statistic used to construct a control chart does not fall outside the bounds of the acceptable quality limits. Otherwise, the process is said to be at a rejectable control level. In 2008 the usage of the abbreviation AQL for the term "acceptable quality limit" was changed in the standards issued by at least one national standards organization (ANSI/ASQ) to relate to the term "acceptance quality level". It is unclear whether this interpretation will be brought into general usage, but the underlying meaning remains the same. An acceptable quality level is a test and/or inspection standard that prescribes the range of the number of defective components that is considered acceptable when random sampling those components during an inspection. The defects found during an electronic or electrical test, or during a physical (mechanical) inspection, are sometimes classified into three levels: critical, major and minor. Critical defects are those that render the product unsafe or hazardous for the end user or that contravene mandatory regulations. Major defects can result in the product's failure, reducing its marketability, usability or saleability. Lastly, minor defects do not affect the product's marketability or usability, but represent workmanship defects that make the product fall short of defined quality standards. Different companies maintain different interpretations of each defect type. In order to avoid argument, buyers and sellers agree on an AQL standard, chosen according to the level of risk each party assumes, which they use as a reference during pre-shipment inspection.

In this Video : Simply 7 steps for acceptance sampling using MIL-STD-105E Standard military sampling procedures for inspection by attributes were developed during World War II. Army Ordnance tables and procedures were generated in the early 1940's and these grew into the Army Service Forces tables. At the end of the war, the Navy also worked on a set of tables. In the meanwhile, the Statistical Research Group at Columbia University performed research and outputted many outstanding results on attribute sampling plans. These three streams combined in 1950 into a standard called Mil. Std. 105A. It has since been modified from time to time and issued as 105B, 105C and 105D. Mil. Std. 105D was issued by the U.S. government in 1963. It was adopted in 1971 by the American National Standards Institute as ANSI Standard Z1.4 and in 1974 it was adopted (with minor changes) by the International Organization for Standardization as ISO Std. 2859. The latest revision is Mil. Std 105E and was issued in 1989. Acceptance sampling uses statistical sampling to determine whether to accept or reject a production lot of material. It has been a common quality control technique used in industry. It is usually done as products leave the factory, or in some cases even within the factory. Most often a producer supplies a consumer a number of items and a decision to accept or reject the lot is made by determining the number of defective items in a sample from the lot. The lot is accepted if the number of defects falls below where the acceptance number or otherwise the lot is rejected. A wide variety of acceptance sampling plans are available. Acceptance sampling procedures became common during WWII. Sampling plans, such as MIL-STD-105, were developed by Harold F. Dodge and others and became frequently used as standards. More recently, quality assurance broadened the scope beyond final inspection to include all aspects of manufacturing. Broader quality management systems include methodologies such as statistical process control, HACCP, six sigma, and ISO 9000. Some use of acceptance sampling still remains. Sampling provides one rational means of verification that a production lot conforms with the requirements of technical specifications. 100% inspection does not guarantee 100% compliance and is too time consuming and costly. Rather than evaluating all items, a specified sample is taken, inspected or tested, and a decision is made about accepting or rejecting the entire production lot. Plans have known risks: an acceptable quality limit (AQL) and a rejectable quality level (LTDP) are part of the operating characteristic curve of the sampling plan. These are primarily statistical risks and do not necessarily imply that defective product is intentionally being made or accepted. Plans can have a known average outgoing quality limit (AOQL).

There are two types of sampling methods provided here: Hypergeometric method (N, n, c) where N is the lot size, n is the sample from the lot, and c is the number of sample(s) that are allowed before the entire lot is rejected. Typically for large N compared to n the Binomial method can be used instead of the Hypergeometric. Recommendations are provided in the software on both. There are in sampling plans two key values, AQL (Acceptable Quality Level), which is traditionally set at 95% chance for the lot to be accepted and LTPD (Lot Tolerance Percent Defective) values which is set at 10% chance for the lot will be accepted (i.e. properly rejected at this level of quality). The Binomial values are easily compared with the Hypergeometric ones via the OC curves and values generated in DfRSoft. The AQL and LTPD help determine the risks involved in sampling plans at these acceptance levels: The first type of risk is that a lot with a good quality level is rejected. We want to accept such lots most of the time. That is, the probability Pa of lot acceptance should be high for good quality level lots. However, because of sampling, there is a possibility that the number of defectives found in the sample exceeds c, which will lead to the decision that a good quality level lot is rejected. This type of risk is called the producer's risk. The second type of risk is that a lot with a bad quality level is accepted. We want to reject such lots most of the time. That is, the probability Pa of lot acceptance should be low for bad quality level lots. However, because of sampling, there is a possibility that the number of defectives found in the sample does not exceed c, which will lead to the decision that a bad quality level lot is accepted. This type of risk is called the consumer's risk. For large lots the Binomial sampling plan (n,c) is typically used. For small lots where (N-n)/n is less than 95%, the Hyper geometric lot sampling plan (N,n,c) is used. DfRsoft uses the 95% criteria for the recommendation. Alternately, one can compare the OC curves shown in the graphs for both distributions. If the graphs match up then the Binomial method can be used, if they do not match up well in the region of interest, then the Hypergeometric plan is recommended.
