In Part 10 of R3: Rescue for River Runners, swiftwater rescue instructor Jim Coffey introduces techniques for assessing foot entrapment situations and formulating a plan to assist the victim. Foot entrapment occurs when the foot of a swimmer or wader becomes lodged in rocks or other debris on the river bottom. In a foot entrapment situation, water pressure can make extracting the foot and freeing the victim difficult, while the force of the current can lead to loss of airway, submersion and even drowning.

On the morning of June 6, 1944, nearly 160,000 allied soldiers crossed the English Channel and stormed five beaches along a 50-mile stretch of Normandy, France. The United States led the assault to try to retake the western coast of Europe from the Germans, who had conquered and been occupying it for four years. In the months and weeks leading up to the invasion, the allies used a variety of means to deceive the Germans, who knew an attack was coming, but didn't know where it be focused. After postponing the invasion by a day because of bad weather, the Supreme Commander of the Allied forces, American General Dwight D. Eisenhower, gave the go-ahead for the operation, codenamed Neptune. Shortly after midnight, 24,000 British, US, and Canadian airborne troops parachuted into France. Around the same time, minesweepers began clearing channels for the invasion fleet, which was comprised of almost 7,000 boats of all types--although around 4,100 of these were landing crafts carrying infantrymen. The Germans, by contrast, had just over 100 total ships in the area at the time and were heavily outnumbered. The same was true for the German Air Force, which could muster only 815 aircraft over Normandy in comparison to the Allies' 9,500. Naval bombardment of the beaches commenced at 05:45 AM, while it was still dark. Allied infantry and armoured divisions began landing on the coast of France starting at 06:30. The men landed under heavy fire from gun emplacements overlooking the beaches. The shore was mined and covered with wooden stakes, metal tripods, and barbed wire obstacles, making the work of the beach clearing teams difficult and dangerous. Casualties were heaviest at Omaha, with its high cliffs. At Gold, Juno, and Sword, several towns were cleared in house-to-house fighting. The Allies did not achieve all of their goals on D-Day. Only Juno and Gold beach were linked in the first 24 hours, and all five bridgeheads were not connected until nearly a week had passed. However, the operation was successful as the Allies gained a precious foothold that gradually expanded as they drove into Germany from the west over the coming months. German casualties on D-Day were around 1,000 men. Allied casualties were at least 12,000, with 4,414 confirmed dead. With Russia bearing down from the east, the European side of World War II ended with the surrender of Germany less than a year after the Normandy operation. Once Japan surrendered in September, 1945, the deadliest conflict in human history was over. It had taken the lives of anywhere from 50 to 85 million people. The outcome of the war has been critical in shaping the geopolitical landscape of the last 70 years. The victorious great powers—the United States, China, the United Kingdom, France, and what is now the Russian Federation—became the permanent members of the United Nations Security Council. Title: Saving Nutrients Director: Bounmee Maokhamphiou Script Writers: Aachal Chand, Khangneun Oudomphone Producer: Vilaxay Khodmontry Editor: Douangmany Soliphanh Director of Photography: Vongphet Maithaviphet Actors: Khangneun Oudomphone, Sengaloun Philavanh ************************* This short film was made as part of a 9-day workshop called "Making Messages" which was held in Vientiane, Laos from July 21-29, 2012, and organized by the US Embassy and the Luang Prabang Film Festival. 15 Lao nationals participated, and 11 films were made in total. Led by American filmmaker Bill Megalos, the workshop was devoted to teaching the skills necessary to make PSAs and issues-based media campaigns. The course started by focusing on specific topics centered around the theme of nutrition and developed appropriate, clear, and effective messages on that topic. This entailed research on past campaigns in Laos, and their efficacy, as well as similar campaigns in other parts of the world. Participants were taught to develop a media plan that incorporates the overall messages of the government agencies and participating NGOs, while being very specific to the issues at hand and taking into account the intended audience. While the messages were being developed, the workshop taught developing clarity in story-telling, as well as the technical skills necessary to tell these stories in the most effective ways. Areas covered included producing, camera operation, directing and encouraging subjects, interviewing techniques, sound recording, teamwork, lighting, and editing. Students worked in small teams, sharing positions, so every student got a chance to learn every aspect of the filmmaking process. The course was open to Lao media professionals from the private sector as well as NGOs and governmental bodies. Organizations represented included government offices such as the Department of Cinema and the National School of Fine Arts; Independent production companies including Lao Art Media and Chillax Productions (whose staff also served as assistants to the workshop); Non-profit associations such as NORMAI; and international organizations like the Wildlife Conservation Society, UNICEF, and World Food Programme. A collaboration between the US Embassy and the Luang Prabang Film Festival, both organizations are interested in developing the skills of Lao media makers, and empowering them to use film as a communication method. In addition to accomplishing this, the goal of the workshop was to create a usable campaign on the topic of nutrition, to which the public will be exposed via a variety of methods.

One of the premiere paddling race courses is right in Kansas City's backyard – the Missouri River. This July will be the 11th Annual Missouri American Water MR340 – a non-stop ultra-marathon paddle race across the state of Missouri from Kansas City to St. Charles. When the first MR340 was run in 2005, there were 16 boats. Last year there where over 400 boats in the race. In 2005 the MR340 was the first race of its kind on the Big Muddy. Since then, there’s been an explosion of races up and down the Lower Missouri and the Missouri River paddling community, once a bunch of isolated groups of people crazy enough to paddle the big river, has found a way to find each other. Bryan Hopkins was in that first batch of racers 10 years ago, and has grown to be a consistent contender in these long flat river races. He shared tips on rigging your boat for distance racing, nutritional strategies, training, and fundamentals such as boat selection and race strategy. He also discussed the unique challenges of racing the Missouri River, such as dealing with night travel, wind, heat, insects, fog, barges, jumping carp, wing dams and staying in the channel. He will also discuss insider tips on how to reduce blisters on your hands, seat comfort, reducing chaffing, pain management and more. 20. Managing Coastal Resources in an Era of Climate Change
Environmental Politics and Law (EVST 255) The lecture reviews the legal and economic strategies that can be used to manage coastal development. Over half of the United States population lives in coastal areas and will be affected by sea level rise and more intense storms. The lecture looks at the conflict between property rights and efforts to protect coastal ecosystems through the use of eminent domain to create national seashores. Barrier islands such as Fire Island National Seashore and Cape Cod National Seashore are used as case studies; a variety of strategies have been employed to manage these constantly moving islands. Prospecting NAS Bay - Geiger Key. Decided to get out on the water with the Tarpon 140 one last time before I load up the Hobie. The winds were still blowing but the area I wanted to check out was pretty well shielded from the east winds. This is a new spot and I never really paid much attention to it since it is fairly well landlocked and there is no real easy access. I have stopped at the opening in the fence and checked for bait, so I knew it would be a good launch spot despite the no trespassing signs. It turned out to be a nice little adventure. The "Alaska at War" film project was an effort to document events of World War II in Alaska. It was funded by the Alaska Legislature through the Alaska Historical Commission and was supported by the Alaska Historical Society and private subscription. The production work was performed by aurora Films, assisted by a citizen's advisory committee. The production "Alaska at War" was first shown in public on Alaska Day, October 18th 1986. This collection was deposited in the University of Alaska Anchorage, Archives and Special collections Department by the Alaska Historical Commission in 1987. Additional papers were presented to the archives by the Alaska Air Command Historian's Office in 1989; and by the Alaska Department of Natural Resources, Division of Parks and Outdoor Recreation, in 1990. The University of Alaska Anchorage offered these records to the Alaska State Archives July of 2010. Copyright to the production is retained by the State of Alaska. Parish President's Report for May 19, 2008
We are training all parish personnel in the roles we will play in a hurricane event... St. Charles is second parish in the state to receive StormReady certification by the National Weather Service... Within the next two months there will be an exciting announcement from the Pontchartrain Levee Board regarding funding for all the levee's pumping station on the East Bank... Finance Director Lorrie Toups' last day was May 20, 2008. We have interviewed seven candidates who are very well qualified. We'll be in good shape... Projects on the horizon are the Destrehan and Hahnville wastewater treatment plant rehabilitiations, sewer improvements on Beaupre and Lakewood in Luling, Ama pumping station bar screen cleaning, Evangeline Road culverts, Cousins pumping station bar screen installation, road maintenance on the Maryland Drive bridge crossing, Paradis bar screening project and Schexnayder bar screening project... Engineering on these projects has been completed to 65-75 percent. We're trying to prioritize this and see where we'll spend the money first... I recently met with the secretary of the state Department of Natural Resources, Mr. Scott Angelle. Councilman Shelley Tastet also came to the meeting, in which we discussed obtaining permits for the West Bank Hurricane Protection Levee. We decided that everyone involved with the project -- Wildlife and Fisheries, the Department of Natural Resources and the U.S. Army Corps of Engineers -- need to get into one room to get the project completed... I met with Steve Wilson regarding opportunities for coastal restoration along Lake Pontchartrain that would take pressure off the hurricane protection levee. He feels the more money we can spend on the Lakeshore from the spillway to the Kenner line will help cut down on storm surge hitting the East Bank levee... The Farmer's Market took in $260,000 last year at its East Bank location. Hopefully plans for the new West Bank boat launch on Hwy. 90 will include space for the Farmer's Market, to offer it more visibility... Wastewater employees and I met with Curtis Environmental. The Environmental Protection Agency will soon be requiring us to monitor water from our pumping stations. We're not sure of the cost impact these new rules will have... We met with the Corps at Cytec to discuss the alignment of the Jefferson Parish West Bank levee. I think if we can get funding to built this levee to protect Ama, we need to have it... We are asking the Environmental Protection Agency to lift an administrative order on our Luling oxidation pond that has been in effect since 1998. We have been following their rules and regulations for one year. This is the last administrative order the parish is currently under... We recently received clearance from DOTD for a recreational area at the West Bank Bridge Park. Shelley Tastet has donated his company's labor to clear the land. We have plans to put a BMX track there. Kenny Guidry of the Recreation Department said if it is done right, it could mean a $1.3 million economic impact for St. Charles Parish. We could have a national race here covered by ESPN that would draw 30,000 to 40,000 people. Ray Coleman of Killona is donating $1 million worth of dirt to construct the track.

DAP Johor is concerned about issues regarding water quality, water shortage, and water security. The problems faced regarding water today are symptoms of poor planning and lack of strategic policy thinking, it needs to be dealt with at the source level. Among our proposals are: the need to ensure adequate water catchment areas are planned and maintained well according to existing laws. Water catchment areas should be gazetted and afforded the highest protection in order to safeguard drinking water needs of the population, a basic need for people's welfare. Current water catchment areas are not well maintained and are vulnerable to logging and clearing land for planting such as oil palm plantations, factories, residential areas, National Service camps, and even recreational fishing ponds. It is a common sight to see people fishing, boating, or using the water to irrigate their crops during the dry season, allowing pesticides and fertilizers to seep into the reservoir. These threats to water security must be addressed. Another aspect that should be looked into is the safety standard of our drinking water. Testing for carcinogens and heavy metals must be conducted at a strict standard, and care should be taken regarding the use of chemical substances to treat the water. Access to safe drinking water is a fundamental human right. The state and federal government must pay attention to the water woes that are faced by the people and monitor the issue closely.
