Society for Vocational Psychology (SVP) Conference Part 5 of 8 Richard Lapan, University of Massachusetts, Amherst. Career guidance activities can play a unique, value added role in helping all young people to become ready, gain access, and succeed in self-chosen postsecondary college and career futures. This is especially true for traditionally underserved youth populations, who are now facing increasing risk factors associated with growing poverty in the United States. This presentation will make the case that enough credible research evidence exists right now to establish national policies that bring the benefits of college and career counseling services to all Pre-Kindergarten through Grade 13 youth. Three issues and concerns will be highlighted that address the challenges to such national policies. First, a brief review of national policy efforts from the early 1980s through to the present Race To The Top federal initiative will demonstrate the inability of the United States to use available career development research and "stay the course" to fully incorporate and internalize best practices in our schools. Second, recent research conducted in 6 states and the Chicago Public Schools will provide support for the important role that career development and vocational psychology can play in helping youth achieve critical academic outcomes, recognition that all students do not receive such services, and appreciation for how more rigorous research is needed. And lastly, tensions and challenges to cooperation and joint action between leading national associations and training programs will be described. Recent progress made in connecting Massachusetts' Race To The Top funding with implementation of the MA Model for Comprehensive School Counseling Programs will illustrate how career development research and practice can be brought to scale and sustainability in every school for the benefit of all students. In the Fall of 2010, four amazing elementary school counselors (Lauren Aponte, Kathie Huisenfeldt, Monica Loyce and Nicole Pablo), were hired to provide much needed school counseling services to students at Palmquist, San Luis Rey, Libby and Del Rio elementary schools in Oceanside, CA. Under the Director of Students Services, Randi Gibson (past) and Cheri Saunders (present), the school counselors implemented a comprehensive school counseling program based on the ASCA National Model and evidenced-based school counseling practices designed to meet the following goals: Grant Goal #1: Implement a comprehensive elementary school counseling program that is data driven, standards based, accountable for results and serves as a catalyst for expansion throughout the district, as well as influence and support efforts in other districts Grant Goal # 2: All students will develop the personal/social knowledge, attitudes and skills that will lead to improvements in behaviors that support increased academic achievement. Grant Goal #3: Identify and provide systematic interventions for students experiencing barriers to academic success. Student measurable outcomes were met and exceeded! 1. 10% decrease in discipline referrals 2. 10% increase in protective factors and feeling of safety on campus utilizing the California Healthy Kids Survey (CHKS) 3. 10% increase in number of students receiving positive evaluations on citizenship and study habits measures on their report cards 4. 10% decrease in truancy rates 5. 10% decrease in number of students receiving negative evaluations on study habits and citizenship measures on report cards. Site Examples: Suspensions: 75% reduction from 2010-2011 to 2011-2012 Truancy: Reduction of 567 unexcused absences SY 2010-2011 (1,399) to 2011-2013 (832) Report Card: 1st Trimester N's in work skills and study habits (3 yr cohort data): 3rd Grade (53); 4th Grade (32); 5th Grade (10). Report Card: Reduction of N's (Behavior) in 3rd grade: 55 (T1); 37 (T2) ; 22 (T3) As grant funds were about to expire at the end of 2013, Oceanside Unified shared the quantitative and qualitative impact of the elementary school counseling program to celebrate successes and garner support for sustainable funding. The video was aired April 23, 2013 and received a standing ovation from both Board members and attendees. As a result of the hard work of all involved, and because of the positive student outcomes realized, elementary school counseling has earned legitimacy and sustainability in Oceanside Unified School District for 2013-2014. One of 64 projects approved for funding by the U.S. Department of Education's Grant Competition for the Elementary and Secondary School Counseling Program in 2010, Oceanside Unified School District's grant was co-authored by Rebecca Brenner and Trish Hatch, Ph.D. Trish Hatch also served as grant consultant and program evaluator. In his 2nd State of the Nation Address in July 2011, President Benigno S. Aquino III instructed the Department of Labor and Employment (DOLE), Commission on Higher Education (CHED), Technical Education and Skills Development Authority (TESDA), and Department of Education (DepEd) to jointly address the job-skill mismatch issue through reviewing the education and training curriculum to suit industry needs, and guiding the course and career choices and decisions of students. As a response to this presidential directive, in November 2011, the Human Development and Poverty Reduction (HDPR) Cluster of the Cabinet approved convergent programs that seek to address the pressing issue of job-skill mismatch. These four programs envision the following: (1) the development of a competent pool of workforce for the future, under the Enhanced Basic Education program; (2) the establishment of a comparative advantage on the quality of the country’s manpower with international standards, under the Philippine Qualifications Framework (PQF); (3) the creation of a suitable and healthy work environment by providing them access to career guidance and employment coaching services, under the Career Guidance Advocacy Program (CGAP); and (4) the promotion of fast job search period and maintaining a responsive labor market information (LMI) system, under the Enhanced Phil-Job.Net. The CGAP aims to immerse the parents and students on the realities of the labor market, and convince Guidance Counselors and Career Advocates to use career guidance as an effective tool in addressing job-skill mismatch. The DOLE, as the lead proponent of the program, has established a Working Group was (WG) in January 2012 with the DepEd, CHED, TESDA, Department of Science and Technology (DOST), and Professional Regulation Commission (PRC) as members. The WG’s main responsibility is to identify areas requiring cooperation, including the development of an inter-agency advocacy plan for 2013-2016. DOLE-Bureau of Local Employment is the WG Secretariat. The CGAP master plan, Career Guidance Advocacy Plan 2013-2016 which was launched to the public during the National Human Resource Summit in December 2013 converges the government’s various advocacy initiatives on career guidance and this will be implemented with a public communications campaign to pave the way for wider public access to national and regional labor market trends, and labor market information (LMI) publications. The overall goal of the Plan is to ensure that students, parents, industries, and training institutions are provided with appropriate and timely knowledge on the realities of the labor market for more informed career decisions. Some of the desired outcomes of the plan are effective networks and coalitions; public participation in the decision-making during the advocacy campaign period; and media and the public attention to creatively frame issues to ensuring favorable results. More importantly, the interventions are meant to reduce the transaction cost of information between labor supply and demand towards the efficient functioning of the labor market. As specific approaches to address the problem of job-skill mismatch, six (6) joint activities were enrolled by the CGAP-WG in this Plan, which include collaborative activities between member-agencies. These are as follows: Career Guidance Week, Capacity-building for Registered Guidance Counselors and Career Advocates, Career Guidance through Social Networks, Career Ambassadors, National/Regional Career Advocacy Congress, and Regionalized Career Guidance Information Blitz. The budgetary requirements of the implementation of the Plan and all the joint programs individually enrolled are being cost-shared by the CGAP member-agencies. All projects enrolled under the CGA Plan are regularly monitored and evaluated by the specific agency project leads through documentation of good practices as well as problems encountered.
